Evaluation of the Implementation of Posbindu PTM in Efforts to Increase Community Participation in Tegalkamulyan Sub-District South Cilacap

Abstract
Itegrated Development Post for Non-Communicable Diseases (Posbindu PTM) is a community-based health effort aimed at preventing and controlling non-communicable diseases. However, the effectiveness of its implementation is strongly influenced by community participation, cadre capacity, recording and reporting systems, and financial support. This study aimed to evaluate the implementation of Posbindu Puspa Sehat Rahayu PTM activities in RW 16, including aspects of program implementation, community participation, cadre roles, health worker involvement, recording and reporting systems, and financing mechanisms. This study employed a qualitative descriptive approach. Data were collected through in-depth interviews with Posbindu PTM cadres in RW 16. Data analysis was conducted using thematic analysis. The results showed that Posbindu PTM activities were carried out routinely on a monthly basis and supported by active cadres. However, community participation, particularly among the productive-age group, remained suboptimal. The recording and reporting system was still conducted manually and had not yet been digitally integrated. In terms of financing, blood glucose testing received government subsidies, but other examination costs were still borne by participants. In addition, health worker involvement and health education activities were limited. This study concludes that although Posbindu PTM RW 16 has been implemented relatively well, strengthening efforts are needed through increased community participation, digitalization of recording and reporting systems, enhancement of cadre capacity, and greater financial and health worker support to ensure optimal and sustainable implementation of Posbindu PTM.
